Forum 26 Proposes Multiple Improvements for Spanish Football
The National Congress held in Zaragoza concluded with the presentation of the working groups’ conclusions during its plenary session.
The proposals agreed upon will be submitted to the corresponding bodies of the Royal Spanish Football Federation(RFEF) for study and possible implementation.
Youth development football, women’s football, and futsal within the RFEF will begin working in the coming days to present the proposals approved at Forum 26—held over two days in Zaragoza—to the appropriate governing bodies of the Federation.
This followed the plenary session held at the Palacio de Congresos de Zaragoza, where the technical directors of the relevant areas presented the conclusions to all the congress participants: Alberto Bárez, Director of Competitions; Reyes Bellver, Director of Women’s Football; and Mario Hernando, CEO of the Futsal Department.
Also taking part in the presentations were the president of the RFEF, Rafael Louzán, and the president of the Aragonese Football Federation, Manuel Torralba.
Among the general topics discussed, participants shared their views on issues such as how competition groups are currently formed; the possibility of creating a unified naming system for all competitions; and a new system for distributing financial support based on the structure of grassroots teams, allowing funds to be allocated more fairly rather than through a linear distribution model.

To close the Congress, the president of the Aragonese Federation, Manuel Torralba, thanked Rafael Louzán for selecting Zaragoza as the host city for Forum 26:
“Our federation considers it a privilege to have hosted this event. Our city sits at the epicenter of our football. We are in a great moment for grassroots football thanks to the work of everyone involved. We hope you have enjoyed the city—congratulations to everyone for your participation and for the great atmosphere we have experienced.”
The final words came from Rafael Louzán:
“Sharing this time together as we have done will allow us to build the future. Spanish football has spoken. We have enjoyed an exceptional setting, and for that we are very happy. Hopefully we can maintain this level at the next meeting. Thank you all for being here.”
