General Assembly and minutes
These are the minutes of the Royal Spanish Football Federation General Assembly
The General Assembly is the highest body of government and representation of the RFEF, and is made up of one hundred and forty members, of which twenty are permanent and one hundred and twenty elected, among whom are the President of the RFEF, the Presidents of the nineteen regional federations integrated into the RFEF and the elected members of the clubs, soccer players, referees and coaches.
The members will be elected every four years, coinciding with the years of the Summer Olympic Games, by free and secret, equal and direct suffrage, between and by the components of each group. The rules applicable to the election process are determined by regulation.
It corresponds to the General Assembly in plenary session and as necessary:
a) The approval of the annual budget and its execution.
b) Approval of the sports calendar, except in regard to the forecasts, for the First and Second Division, included, when appropriate, in the agreement signed between the RFEF and the National Professional Football League; and, in the absence thereof, in those determined by the Royal Decree on Spanish Sports Federations and the Registry of Sports Associations.
c) The approval and modification of the statutes.
d) The election and dismissal of the President.
e) The election of the Delegate Commission, with also the responsibility of its eventual renewal.
It is also responsible for:
a) Authorize the taxation or transfer of real estate assets when the amount of the operation is equal to or greater than ten percent of the RFEF budget or 300,506.05 euros, requiring an absolute majority vote of those present for such approval. These amounts and percentages will be reviewed annually by the National Sports Council.
b) Grant the approval for the position of President of the RFEF to be remunerated, as well as to define the amount to be received; requiring the same quorum as stated in the previous section.
c) Regulate and modify the official competitions, and their classes, in the various categories - without prejudice to the competences of the National Professional Football League -, as well as their system and form.
d) Resolve the proposals submitted by the RFEF Board of Directors, or by the assembly members themselves in a number representing not less than fifteen percent of the sum of them all.
e) All other powers established or to be established statutorily.
