Ángel María Villar, Presidente de la RFEF y Vicepresidente de la UEFA y la FIFA, exculpado de la presunta falta de colaboración en las investigaciones de Rusia 2018 y Qatar 2022

En el día de hoy, la Comisión de Ética de la FIFA ha notificado al Sr. Villar Llona la decisión relativa al procedimiento disciplinario abierto por la presunta falta de colaboración del Presidente de la RFEF y Vicepresidente de la FIFA y la UEFA en la investigación por la adjudicación de las Copas del Mundo de 2018 y 2022.

Por respeto a la confidencialidad del procedimiento, el Sr. Villar Llona no había realizado hasta el momento ningún comentario público acerca del mismo. Ahora, una vez que ha sido conocida la decisión de la Cámara de Decisión de la Comisión de Ética de la FIFA, el Sr. Villar Llona ha decidido realizar únicamente  el siguiente comunicado.

En el marco de las entrevistas que el anterior Presidente de la Cámara de Investigación de la Comisión de Ética de la FIFA, Sr. Michael García, llevó a cabo, el Presidente de la RFEF fue invitado a comparecer al igual que otros miembros del Comité Ejecutivo de la FIFA.

Tras la conclusión del proceso de investigación, la Comisión de Ética de la FIFA ha considerado que no hay indicios que justifiquen la imposición de ninguna sanción contra el Presidente de la RFEF por una supuesta falta de colaboración para el esclarecimiento de los hechos investigados en relación con las Copas del Mundo de Rusia 2018 y Qatar 2022. La Comisión de Ética de la FIFA ha reconocido la cooperación del Sr. Villar Llona en la investigación y le exculpa de cualquier violación del Código Ético en este sentido.

La Comisión de Ética de la FIFA, sin embargo, ha considerado que el Sr. Villar Llona realizó una solicitud procesal fuera del plazo previsto reglamentariamente y que la expresión reflexiva “Dios mío, tiene cojones”, realizada por el Sr Villar Llona únicamente en una ocasión durante la hora de entrevista con el Sr. Michael García, atenta al decoro. Por ambas cuestiones, la Comisión de Ética de la FIFA ha decidido amonestar al Sr. Villar Llona e imponerle una multa de 25.000 CHF.

Al conocer esta decisión, el Presidente de la RFEF ha declarado: “Por un lado, estoy muy contento con la parte de este fallo que finalmente limpia mi nombre después de tantas insinuaciones y filtraciones continuas sobre mi falta de colaboración con la investigación. Por otro, en ningún momento he faltado al decoro ni incumplido cualquier otra disposición del Código Ético de la FIFA durante este proceso. Lamento que una expresión oral que utilicé haya sido entendida de forma diferente por algunos miembros de la Comisión Ética de la FIFA. Por esta razón, evaluaré si ejercer o no las acciones legales que me pudieran asistir contra la sanción impuesta.” 

Angel María Villar Llona, President of the RFEF and Vice-President of UEFA and FIFA, cleared from the charge for alleged lack of collaboration in the investigation of the Russia 2018 and Qatar 2022 bids

Today, the FIFA Ethics Committee has notified Mr. Angel María Villar Llona, President of the RFEF and Vice-President of FIFA and of UEFA, of its decision in the Ethics Proceedings, which had been opened based on an alleged lack of collaboration of Mr. Villar Llona in the investigation of the bidding process for the 2018 and 2022 World Cups.

Out of respect for the confidentiality of these proceedings, Mr. Villar Llona has so far refrained from making any public comments in relation to these proceedings. Also now that a decision has been rendered by the Adjudicatory Chamber of the FIFA Ethics Committee, Mr. Villar Llona would like to make only the following brief statement.

In the framework of the proceedings in front of the FIFA Ethics Committee, Mr. Villar Llona was interviewed by the Chairman of the Investigatory Chamber of the FIFA Ethics Committee, Mr. Michael Garcia, same as all other members of the FIFA Executive Committee.

At the conclusion of this investigation, it has now been established that there was no lack of collaboration by Mr. Villar Llona in the clarification of the facts investigated in relation to the FIFA World Cup Russia 2018 and Qatar 2022. The FIFA Ethics Committee has acknowledged Mr. Villar’s cooperation throughout the investigation and has exonerated him of any violation of the FIFA Code of Ethics in this respect.

However, the FIFA Ethics Committee has found that a procedural request made by Mr. Villar Llona in these proceedings was made outside of the applicable deadline and that a reflexive expression made by Mr. Villar Llona (“Dios mío, tiene cojones”) on one occasion during the one-hour interview with Mr. Garcia, was indecent. For both of these issues, the FIFA Ethics Committee has decided to issue a warning against Mr. Villar Llona and to impose a fine of CHF 25.000.

On the one hand, Mr. Villar Llona is satisfied that this decision finally clears his name regarding the alleged lack of collaboration. On the other hand, Mr. Villar Llona is of the view that at no time, he behaved in an indecent manner or breached any other provision of the FIFA Code of Ethics throughout these proceedings. Mr. Villar Llona regrets that oral expressions made by him have been perceived differently by some members of the FIFA Ethics Committee. For this reason, Mr. Villar Llona will evaluate whether or not to make use of any legal remedies against the imposed sanction.
